What is the lever on top all about? It's an old California made model. In all the pics I've seen of minis this is a first for me.

It's the cylinder stop on those models.

There is a stud (visible in the photo) on the left side of the hammer that works as a cam to lift the lever to unlock the cylinder as the hammer is cocked.   As the hammer falls, the lever locks the cylinder.  This was the original design of the Rock Mountain Arms, and was used at first by North American after the sale. This is a rare form for a top locking revolver, and was later changed to a more conventional bottom locking form.
