NAA mini featured on the Sportsman Channel show "Handguns" misinformation

Looking at a show that i recorded earlier today and was surprised to see a NAA mini on the show. It was a 1 1/8" barrel 22LR mini. He mentioned that NAA recommends only loading 4 rounds and letting the hammer rest on the empty chamber. I paused the recording and can clearly see the safety notches on the cylinder. Bad info? Or does NAA really recommend only resting the hammer on an empty?
