You do have to pull the trigger to lower the hammer all the way into the safety notch.

Okay, here are four photos of my Magnum Mini. I have had it for a couple of years and fired many hundreds of LR and Mags out of it with no problem. First photo is the hammer in the safety notch. Note the small gap between the hammer and the frame. Second photo is the hammer down on a chamber. Note that the hammer is flush with the frame. Third and fourth photos illustrate the amount of cylinder play when the hammer is in a safety notch.

Could there have been something like a small burr on the Hammer that initially made it tight in the safety slot and then it got shaved off at some point when lowering the hammer?

 Heres a reason they don't sell cylinders directly , have to send weapon in to find one that's calibrated to your gun , cylinders are different in design for each gun and cut made ever so slightly here and there . Buying one on the internet is a crap shot if it will work on your gun even Freedom Arms guns at least that's my experience . Not sure if that answers any question .  :) :) :)
